Aside from keeping her in the development role, where the team sees her as an asset, I think Sutil is a smart move.  He has proved to have the talent under race conditions.

Since they threw away a handful of points at Melbourne by not having one, it's a good move.  Sutil is not a bad choice, and probably didn't cost much.

They could not have used one in Australia because Bottas qualified the car.  As I understand things, had he not completed qualifying and a reserve driver had finished qualifying the car, it would be okay.

A rule ripe for updating to ensure grids are as full as possible.

Does anyone know why they stopped letting driver changes?  We all know that Fangio won races swapping with his his teammate mid race.  Was there a fear of teams using qualifying specialists who were then replaced by race distance drivers on Sunday?

They could not have done it because Bottas qualified the car and nobody's third/reserve/development driver did any practice laps and Manor didn't get onto the track.
