Poor Gasley, inheriting a penalty that isn't even his.

Now, given that the penalties are applied to the car, not the driver, what if it's a close championship and the leader has to change engines, but his teammate still has one available... can they swap cars?  Obviously this violates the spirit of the rules, but we know that F1 means driving right through loopholes.
