Inmates?  Really?  If Bernie approaches it like the participants are trapped in F1, no wonder he can't get bit investors any more.

The teams should be writing the rules, the FIA should just be there to make sure everything is safe, and otherwise stay out of the way.  FOTA is made up of big, small and medium teams.  It's made up of old and new teams.  If they can reach a concensus, then you know the rules are good for the teams, and what's good for the teams is good for the sport.

I agree with that Jeri, let the teams make the rules.  They have the brains and the understanding, plus now they seem aware of the need to provide a show for the fans.
