Didn't Romain displayed at Spa that this ugly nose can as well launch you in the air, causing horrendous accident? Then why this fuss? Just make is as it was..

The previous nose was rejected on safety grounds. Specifically, because it encouraged cars to launch if they rammed the car ahead for any reason. They found that the height it is now was the smallest reduction that prevented that from happening again. I believe there's scope to drop the nose lower.

The modesty panel does not sound like the quickest way to go - a well-integrated nose of the McLaren type is likely to be more efficient overall due to requiring less weight and providing a smoother transition effect, so everyone who can imitate it probably will. My guess is that this is a method to allow 2012 chassis from the lower teams to be re-used. So don't be surprised to see Hispania sporting one, at least on its first appearance next year, but do be surprised if any well-established team follows suit.

I thought the old noses were changed because they were too likely to submarine under the car that was hit.  These new ones are the ones that take things airborne.

No; stopping submarining would require the nose to be raised, not lowered.
