As these are not official races, does FIA have any authority to prevent Caterhan not to run these? I think they could issue a statement of clarification about it.

The cars don't have to follow the rules, or else Williams wouldn't be allowed to run the 2012 car.

It makes sense over all, as it's possible to test individual components and ideas. 

It's also a good way to push the limits:  nice to know on day one of test that someone will challenge your exhaust, not on the parade lap at Australia

Quite the opposite... Lotus wants a ruling today so they know if they have to build their own part or not.

They're probably still ticked that the FIA told them they couldn't use the double decker diffuser that Brawn used.
