It would seem that Haas is to be the only new team on the 2016 grid.  That doesn't seem a surprise to me, but I guess while we were sleeping there were two other teams that applied, according to this from Crash.net: http://www.crash.net/f1/news/221977/1/no-more-new-teams-to-join-f1-in-2016-fia.html

I had not heard any serious rumors regarding other teams making application.  Perhaps some of you on the east side of the pond can enlighten me.  Were there other applicants that simply fell short in the scrutiny of the FIA while under review?

I've read that the ART Grand Prix outfit from GP2 might be one of them.

Well if the ART team applied it's hard to see how they would be turned down, they're run by Jean Todt's son Nicholas.

Now if they don't know the height the bar's set at who the hell does?  :D

They know the height of the bar well enough to not apply - the Autosport article about the two teams getting refused specifically mentions that neither is ART.
