The story I got was that Penske wasn't too anxious to be in F1 but Donohue wanted to go against the best to prove that he was a world class driver. They had one o those rare relationships that you see in racing occasionally, if Mark wanted to do F1, Roger would give it his best shot. They made some progress but Mark was killed and Roger wasn't sticking around without him. End of story.

F1 is the last place you want to be if you're not 100% dedicated to it.

I can't blame Penske for sticking to his love for American racing.
