Maybe there should be graduated licenses.  A different test for every 100hp sounds about right.

I know Aston and Porsche have similar programs. Don't know who has to pay though.

'twas a used Ferrari though, so I don't know that you get the same ownership experience.

Ferrari needs to sell an 'entitled' model, one for people who NEED to be seen in a Ferrari, but the car doesn't have enough power to hurt anyone.  Maybe just a switch the seller flips to put it in 'idiot mode'.
