One of the proposed rule changes for 2021 is to put the cars in parc ferme conditions as soon as they leave the pits at the start of FP1. Switching parts would be banned. It's being labeled by the teams with an old dirt track phrase : Run What Ya Brung.

I understand that they want to keep costs down. I can't understand how they can claim that F1 is the high tech pinnacle of racing while simultaneously doing everything possible to dumb it down. They don't seem to have learned that every scheme like this just leads the big teams to spend even more money to get around them.

I think the last line of the article linked below is a misprint. If not, my old racing team may make a comeback. How does Ecurie Appalachia G.P. Wizard F1 Team sound?

I'm thinking this is a bit of a red herring.

FIA/FOM are still struggling to get the 2021 Regs and a new Concorde deal done, I suspect they have thrown this in the mix to stir things up in the negotiations to try to keep to the late June deadline - well for Regs anyway.

When you're in negotiations it's not uncommon to respond to opponents who try to run the clock out with additional new terms much worse than what's already on the table.

If it's not a bargaining chip and they really are pushing for it I agree it will help no one and make the spectacle worse all round. With such limited testing how will teams be able to develop themselves out of a hole.  :DntKnw:

We're likely to know the championship winners after just two races if teams can't keep bringing new bits to try race after race - and in some cases day by day at some tracks.  :confused:

Still quite a lot of big money items outside budget cap though, like:- first 15m of engine cost, no restriction on marketing(big umbrella - as what is it really?), and big salaries of top brains(they can afford to keep Newey ;)).

This is going to advantage the teams with the biggest computers (that are within the regulations). I prefer the version that I read last week that the parc ferme was going to be at the end of Friday - with either one or two practise sessions, depending on what was negotiated.

One reason for this is the entire weekend is being compressed into three days in Liberty's plan. So Friday mornings are likely to be given over to the track walks, driver briefings and media duties currently associated with Thursday. Qualifying will either remain on Saturday afternoon or be bumped to Saturday evening. The time between will have either two long or three short practise sessions (likely to be either the current total length, or a slight shortening). I'm not sure if there's a connection between this and the parc ferme thing, but I'd half-expect there to be one.

Unlimited parts allows the rich teams to bring plenty of alternatives to the track.  What does Ferrari care if they build/test 5 wings and use one? The computer modelling/wind tunnel testing is very good, but it still can't stack up to the real thing.

I'd love for F1 to go back to the 90s, where teams brought entire spare cars, would run a different engine in every session and really push things to the absolute limit.  Until we have 12 teams that are financially healthy, it can't happen.

It was originally put in place because the FIA didn't trust teams to not change controlled components behind its back and also wanted to make sure mechanics got some sleep in the weekend (this was long before the curfew rule). It was also an alleged cost-cutting and competition-equalising measure.

Only the first of these holds merit now, and that's only because the current compliance is pretty much held together with inertia plus the parc ferme rule.
