So apparently the F1 Commission has suggested that Monaco will be more interesting with each driver making at least 2 pit stops.

I'm not sure what I think about this idea.  As a long time fan, watching someone stretch out a victory on a dying set of tires while an opponent on fresher rubber is all over is very exciting.  I also know that casual fans aren't a fan of passing in the pits.  Strategy appeals to those of us who appreciate all aspects of the sport, but making all the passes by better strategy doesn't really encourage on track action, and if everyone has fresh tires, it seems like there's going to be less passing.

I'm also a little opposed to having single race rules.  I know each track has it's own 'ground rules' about how far off track the cars are allowed, pit lane speeds etc, but if 2 stops are required at Monaco, then why not all races?  F1 has 5 grades of tires, with three available per weekend.  Would it be interesting to force teams to use three different profiles in a race? 

The other side of this coin is that using tires is wasteful.  I'm not too concerned with the environmental impact of F1, but they're trying to create a greener image.  In the past tires lasted multiple races, Pirelli (or any provider) could certainly create multi race tires.  Maybe each team is issued x sets of each type of tire for the season, so as the season wears on, drivers might be using tires with 50 or 100 laps (that have been designed to do so), and saving fresh sets for a 'critical' race like they do with power unit parts.

I'm pretty sure that the number of pit stops at Monaco is still undecided, the proposal is for multiple instead of the usual one that's usually the case. We'll have to see how many is decided on & wether it will vary year to year.

Think in principal I'm not against altered rule for 1 or 2 races if it leads to a better spectacle for the audience.
In days of yore the glamour of Monaco  & the high attrition rate from mechanical failure or shunts was
enough to keep high interest in the street race. Not so these days so more artifice is needed.

The idea of using all three compounds in the race for Monaco has merit Jeri, it would make 2 stops essential as well.

If Monaco experiment works I can see teams arguing for the same at one or 2 other races.

As much I disliked seeing Schumacher use pit strategy to pass cars back in the day, and don't want to see that style of racing again, I would have no problem with mandatory pit stops.
Especially if they are for tire changes and a 3 different compound minimum as Jeri suggested.
I would actually like to see refueling being brought back. It added another strategy that we have lost.

I miss the refuelling too.  So many variations for running lighter/quicker cars vs the time required to actually make the stop to fill.

BUT, I understand the rules makers not waiting until a disaster is created by pitlane refuelling.  There were some close calls, and I think we're lucky there wasn't anything worse.

With the hybrid systems, perhaps a sort of swappable battery pack might add to the proceedings.  Maybe the teams would be allowed higher/lower capacity batteries, with the attendant differences in weight, and like tire compounds, be forced to run both types in a race.  You'd get some fantastic in laps as drivers drained every ounce of power from the outgoing battery!

You could even get your extra mandatory pitstop by requiring changing only the tires or the battery, but not both, in a single stop.
