I'm not sure what I think about this idea. As a long time fan, watching someone stretch out a victory on a dying set of tires while an opponent on fresher rubber is all over is very exciting. I also know that casual fans aren't a fan of passing in the pits. Strategy appeals to those of us who appreciate all aspects of the sport, but making all the passes by better strategy doesn't really encourage on track action, and if everyone has fresh tires, it seems like there's going to be less passing.
I'm also a little opposed to having single race rules. I know each track has it's own 'ground rules' about how far off track the cars are allowed, pit lane speeds etc, but if 2 stops are required at Monaco, then why not all races? F1 has 5 grades of tires, with three available per weekend. Would it be interesting to force teams to use three different profiles in a race?
The other side of this coin is that using tires is wasteful. I'm not too concerned with the environmental impact of F1, but they're trying to create a greener image. In the past tires lasted multiple races, Pirelli (or any provider) could certainly create multi race tires. Maybe each team is issued x sets of each type of tire for the season, so as the season wears on, drivers might be using tires with 50 or 100 laps (that have been designed to do so), and saving fresh sets for a 'critical' race like they do with power unit parts.
