F1 Races to steam live on... Netflix?

I don't understand business at all.

Apple TV is paying a lot of money to get F1 streaming rights.  Good for them, good for F1, I guess.

Now they've got a deal with Netflix to show a race or two?

I know that Drive to Survive, on Netflix has been very good for F1's bottom line, so I understand F1 and Netflix wanting to work closer together.  Similarly, F1 and Apple collaborated on a very successful movie, so I understand them want to work closer together.  I find it somewhat odd that all three have managed to work out... whatever it is they've worked out. 

In Canada, one company owns the rights to NHL games (nationally: each team has their own regional deal), and they overpaid, so now they have sold the rights to Monday night games to Amazon Prime.  I don't know if this is that sort of deal, especially since Apple hasn't shown a single race to know what the value will be to them.
