Now that is the Million Dollar question Dare, it's like trying to compare F1 drivers from different eras, a very subjective thing.

If push comes to shove I'd have to go for John Nettles as Tom Barnaby mostly because it's the original character & because he set the bar high. He also made a good job of his role as Jim Bergerac, a cop on island of Jersey, earlier in his career so I guess he was destined to play detectives.

The one thing I'm certain of though I wouldn't want to live in the Midsomers, 
there's a higher murder rate than Mexico or South Africa. 

Throughout the span of 136 episodes, there have been more than 388 murders, 423 deaths in total and an additional 250 attempted murders or suicides, according to Fandom.com. 
Makes life expectancy in F1 of the 60s & 70s look tame by comparison
