It's a video about the one off engine Mercedes entered with Penske in the 1994 Indy 500.  (Entered?  Utterly dominated actually)

I'm just offended that the took footage from the race and presented in black and white like we're watching Henry Ford personally race against Louis Chevrolet or something!

I remember watching the race, and the commentators mentioning it was a one off engine they'd never be able to use again, but either they didn't explain why, or I didn't understand enough to remember them mentioning why.  The video does give a pretty good explanation of the loophole that Ilmor exploited.

It was effectively banned by Indy. It made a lot of power but gave the car a very high CG. The Penskes were easily the fastest cars on the straight, but also the slowest by quite a bit through the corners.
