Okay, I'm fumbling a bit here so this may be a little wide of the mark. TCP stands for Transmission Control Protocol and it has to do with the transfer of information from the net to your computer. Flagging is a system of identifying dubious data as it comes in - it will be flagged as dodgy. Presumably, a combination of flags is even more suspicious. So it sounds as though someone or something is trying to get into your computer and being stopped, either by a firewall or the router. It may be completely harmless but the combination of flags would indicate something more serious than a simple mis-identification by your security. I suppose as long as long as it keeps getting blocked, there's nothing to worry about.
It's either that or Hamilton has spun off and entered a marshall's post, emerging with a couple of flags draped around the rear wing...
