If I recall correctly, Sutil had slowed and was on an "in" lap. {cosworth151 - 3 posts ago}

It was an out-lap, and therein lay the problem - Sutil was going slowly (which baulked Webber) and then passed him to prepare for his hot lap (which prevented Webber from doing a second flying lap of any consequence).

The rubbering-in of the circuit meant that any previous run would be useless for getting into Q2, hence Webber's predicament.

I can completely understand why Adrian didn't give way. It was still a mistake not to and hence my only query on the penalty was why it wasn't five places like it usually is. Sebastién Bourdais could have felt a bit aggrieved as a result.

I ask this only as a query. How can it be a 5 place penalty if Sutil would be at the back of the grid anyway? Back is back, nowhere to go from there.
 Unless it is 5 places in the next race.
Maybe Webber should have been moved up 5.

You can't move Webber forward or put him through to the next session because there is no evidence that he was fast enough to get there. 

Sutil moved off line at a time when it was absolutey the last thing a driver would do.  He tried to block Webber so that he would have a clean start to his own flying lap.  It seems ridiculous that he got a lower penalty for that than Vettel got for the incident with Kubica.

What Sutil did was dangerously stupid and could have lead to a repeat of the Gilles Villeneuve Jochen Mass incident.
