Henry was killed by a flying wheel. FIA should be asking how a wheel (that should be tethered) came off so easily. Perhaps the teams should be spending more money, not reducing costs!
Regarding testing:- I'm not sure how the testing ban is applied on other levels of Motor Sport. I went to a local track for a corporate driving day and there were several F3 teams testing. I have always felt that the testing ban was ridiculous. When I rule the world, testing will be allowed but only immediately before or after a GP so it is in the open and provides spectators another opportunity to see F1 cars. Imagine being able to camp at a track from Thursday to Sunday knowing you would be seeing F1 cars everyday!

Here's a good one...maybe the FIA should be spending money designing a better tether instead of flying Todt and his girlfriend around the world to smile for cameras.

Perhaps Todt will claim he was using FIA funds in just this way Scotty, he has certainly been testing Vatanan's tether to breaking point. :D
