Possibly shutting the stable door after the horse(power) has already bolted for this season.

The reliability 'issue' was part of the intended consequences of the limited number of 'power unit' replacements.  It forced engine suppliers to create a less disposable technology, and it forced teams to take risks with older equipment.  Top teams couldn't keep using brand new parts, which increases the chance of failure and gives a chance for lower teams to catch a break, a few points and some extra TV time.

Of course, the backside of the strategy is the failures happen at the end of the season when an engine failure is far more anticlimactic.
