Wolff and Abiteboul not too keen on 2021 engine rules that have been proposed by the FIA and FOM.  By the sound of it, it wouldn't be an evolution but a completely new engine design to be able to achieve what they are asking for.  Removing the MGU-H brings technical challenges that would require drastic redesign of the engine and turbo.

Interestingly, Ferrari and Honda have been tight lipped.  Ferrari gets paid to agree with the FIA - that we know - but maybe Honda has a 'shut up' clause in their contract as well.   ;) ;)

They are also concerned about more than just the engines, they want to know how F1 is going to look 3 years down the road.  What changes might come into play in the commercial agreement with regards to the engine manufacturers as well.  3 years is an awfully long time for an engine manufacturer, and clearly they want to see if the massive investment required is going to somehow bring sustainable returns.  Good for them.

Obviously Honda, Ferrari and Renault are going to be happy with anything that makes Mercedes have to start over from scratch. 

I think they're being short sighted though:  Mercedes has the resources and expertise to dominate again. They have the LEAST to lose starting from a blank page.

Honestly, I don't know that there is a good way to stop one engine from dominating the sport.  Mixing up the formula every X years just ensures that everyone is going to have to pay up.  I'm not opposed to that, but if cost savings is a real goal, then it makes no sense.

I think what Mercedes is balking at is that much of the MGU-K would be standardized. This is where Merc has the most advantage currently, the MGU-H and The MGU-K, both in power and reliability. The new rules would take that away. Oh, and raising the rev limit is pointless if they don't increase the fuel allotment.

Standardizing even more of the parts is definitely a move in the wrong direction - even further toward a spec engine.

The rule change process hasn't really begun until Ferrari threatens to quit.   >:D
