Don't worry Dare they are just saving cash, that's just what carbon fibre looks like when it's first completed and has no paint.
In the past Sauber have had trouble passing crash tests so they are used to expensive remedial work, maybe they feared someone stuffing the car in the barriers at shakedown so want to lose as much time and money on any repair job. ;)
