Speeding in pit lane

With the latest Drive Through penalty issued to Barchello.Surely there must be so much technology out there to control events when a driver enters the pit lane. All he did was to press the button twice because he was unsure if it registered .. or not, in his case he pressed it twice which cancelled out his original instruction.TAG HEUER make Millions out of F1 Suerly they can invest and help the driver in such situations.Why cant they come up with a pit lane limiter,which will resolve all these stupid pit lane drive through penalties which take away the joy and meaning of F1
