Dieter Rencken attempts to explain the complexities of the F! rule making process. The most interesting thing is; he prints a photo of the entire 1963 rule book in the article. It's about a page and a half.

Note rules #5, Compulsory self starter and #8, Seat belt anchors are required but the belts themselves aren't (what???) :confused:
