As David Hobbs pointed out on NBC, it seems a little ridiculous that the stewards can't reach a decision quicker. They didn't even meet until an hour after the end of the race.

  They were probably drunk, or used the meeting as an excuse to enjoy a fine meal at an upscale restaurant to discuss things.
