Pirelli will not change to Kevlar-belted rear tires from the British GP. The decision is a response to opposition from some of the teams.The change to deal with the problem of delamination. The belts were used in last season's tires.

“The tire construction will remain unchanged, contrary to Pirelli’s initial plans,” the tire company said in a statement. “This decision is due to the fact that the new tires, which were brought to the Friday free practice sessions in Canada, could not be tested sufficiently due to rain -- and that the teams failed to agree unanimously about introducing the changes. Instead a change in the tire production process should now ensure that the delamination issue has been addressed.”

After careful consideration, numerous in-depth technical analysis reports, company-wide meetings and hundreds of hours of track testing, Pirelli have decided to use the more expensive glue.

In this case, with an obvious safety problem, I don't think the teams should have to agree to the change as long as the FIA technical people approve.

Apparently, it has not been designated as being a safety issue.  As a result, the FIA could not impose the change on the teams.

The FIA doesn't want to designate it a safety issue as it would improve Merc's defence of the 'private test' a whole heap.  ;)
