Schumacher tried to do this when he came to Ferrari. That time Ferrari listened and hired a bunch of people away from Benneton. We all know ho9w that worked out.

It sort of reminds me how, on another thread, it's pointed out that Ferrari's greatest weakness is being based in Italy, which makes it difficult for England based people to just up and move to join the Ferrari squad, making it difficult for people from a successful racing culture to bring that to Ferrari.

So if Ferrari wants to gain an advantage how about this:  back Andretti joining F1, but require that they set up the team in Italy instead of England.  It's not a far fetched idea: Mario was born in Italy.  It would provide a second team for racing employees to work for.  It would also provide an opportunity for more teams to open Italian operations and breed the healthy competition that drives F1.  Maybe more Italian marques would start homegrown F1 programmes.
