I just subscribed to F1tv which can be viewed on
Roku. Seems like it has a big archive of races and drivers.
I'll have to wait and see how it handles the practice, qualifying,
and the races. 9.95 a month and I don't think it's available in
the UK

You're right Dare F1tv is not available in UK, we have to pay £33.95 a month for SKYtv Sports. If the coverage of pratice/quali/race is ok you've got a bargain.
Be interesting to see who supplies the commentary for F1tv coverage. If it's Martin Brundle & David Croft then it's SKYtv, if it's David Coulthard & Ben Edwards it's Channel 4 they're piggy backing. Maybe they have their own crew, doubt it though?

I expect it piggybacks SkyTV, since they partner with F1 for the YouTube footage.
