FIA big mess with F1 porpoising Tech Directive, can they even enforce it?

Seems FIA has opened a whole can of worms with Technical Directive issued in Canada. A political shitstorm and clear disagreements are all being aimed at FIA and in particular their alleged pet Mercedes.
Ferrari says TD illegal, RBR says all unecessary anyway and Alpine questions Merc prior knowledge of extra stay and hinted at protest.

This Video gives a good summation of what's happened so far and it seems like a good old fashioned comedy of errors.
We'll have to wait for British GP this weekend to see if anything can or will be implemented.
