The F1 teams have agreed to budget caps. The cap will be $145 million for 2021, $140 million for 2022 and $135 million for each of the following three years. I think driver, team principal and designer salaries are excluded from the cap.
Also, wind tunnel time will be allocated based on the team's standing in the previous season, favoring the lower teams. The previous season champs get 70% of their allotment. It goes up by 5% per position until the last place team gets 115%.

I'll try not to be cynical about this!
Certainly integrated companies like Ferrari, Mercedes and Renault can move employees (therefore costs) around better than a small privateer. I like the part about the wind tunnel.

I don’t see any possibility for there to be an enforceable budget cap without it moving to a t least an engine and aero spec series. With manufacturers like Merc and Renault trying to get out, maybe it’s time it was looked at in a bit more depth.
I’m still on the fence (but hanging way over on the no-budget-cap side), but if there is any realistic way to support the sport and it’s smaller teams to remain viable and to attract others, then I will gladly jump on board.

Too many rules already so are more needed?
It's been said many times that the fan's have no idea what is going on and what's happening at the moment just emphasises that.
I have been on the edge of giving F1 a miss as it's going further away from what it was and has become too complicated for new teams to come in and fill the grid. I don't want everyone to have the same there's plenty of that around but who in their right mind would want to build an F1 engine now?
F1 does not represent the car industry so V8/V10's are relevant to racing and I cannot see E racing replacing F1 in my lifetime.
Decisions to make before 2021 I think. :(

I have a horrible feeling this will backfire and the manufacturers will start hiding extra expenditure as soon as the recession permits it (the financial regulatory document did exactly nothing to reassure me on this).

No problem at all, John. They could hide tons of R&D in with the work they do for Q Branch.

If the revamp takes off well enough... ...well, I'd hope my team would be ethical enough not to do it, but I would not like to guarantee anything...

Is there such a thing?
When you look back there are historically instances of teams cheating and there is no other word for it and with the current cover up of the Ferrari engine issue is that another one?
So as for an agreed budget cap I'm sure the boundaries will be pushed beyond the limit.
