Correct. Liuzzi (starting 18th) was still braking for his grid slot when the lights went out. In effect the last six drivers got a rolling start. Luckily they seemed as surprised as everyone else, so they ended up, if anything, slower than normal in getting going. Otherwise the consequences could have been messy.

Yet another shining example of F1 not enforcing rules and regs..although in this case unsurprising since they would in effect have to punish themselves.  :fool:
Surely Charlie must have been aware since he's they guy who starts the lights no? I figure he must have been under some kind of pressure from the top teams to not make their drivers sit on the grid for so long cooking their engines.

Charlie should have been aware, given that he has a panoramic view and has to lift a hatch to hit the start button. Mind you, they had the opposite problem in Turkey two years ago, when it took forever for the start to activate...
