I think the problem is the expenditure would be too high for limited testing. The objection I believe from big teams is the word limited, which presumably means small amount, they would need separate crews and therefore a dispropotinate amount of the resources for any result that is likely to produced.

The third car is practically at the tracks anyway; at the moment it's called "the spare tubs" and "the spare parts". Some teams bring two, so they would have no extra expenses at all if they had a third car. Even the poorer teams have a tub and spares, so all they'd need is the $250,000 or so for a spare car (note that figure includes all the components, along with the spares it will need, as well as the chassis itself).
