Having just re-read this part of Tony Blair's response to the e-petition in the light of the government losing 25 million people's details in the child benefit information kerfuffle, and another pile of personal data connected to other benefits (not to mention the failure of numerous UK government IT systems), that any road pricing system that involved people giving their details to the UK government will neither work nor respect our privacy as individuals.
