I would like to see a lottery with a $1m cap.  Instead of giving one or two people a stupid amount, give as many people $1m as there are winnings for.  Just keep picking numbers until the winnings fund is dry.  I bet it would be the most popular lottery once the odds difference was explained to people.

It wouldn't work over here. Powerball recently raised the odds to drive the jackpots higher. It has worked for them. The higher the jackpot, the more people play. The runner up prize in Powerball, for getting all 5 numbers without the Powerball, is $1 million. Many of those go unclaimed because many people don't even bother to check their tickets when they hear that nobody hit the big jackpot.

BTW, I did check mine. I got the Powerball & nothing else. I won a whole $2! In other words, I broke even.

We have 'lottomax' here.  There is a cap on the Lottery (originally 40 million, now 50 million), but anything past the cap is divided out in million dollar draws.
