Police ordered to 'massage' crime figures

Police officers are being ordered not to record criminal damage as crime.

A leaked memo has revealed that rank-and-file officers in the Norfolk force have been told that incidents such as car vandalism should not be classed as an offence when there is "no idea how it happened".

The disclosure brought accusations last night that the force is trying to massage crime figures by ignoring acts of vandalism.

Vandalism: If no-one sees it, it won't be classed as an offence!  >:(

But not all broken windows are caused by humans. Some are caused by stones being flicked up from the road or a heavy branch falling on the car (I've even heard of one being broken by a bear...). Still, I suspect there is only a very small number of broken windows that fall into the non-human-caused category.

Another non-human-caused category might be a
ex-girlfriend that breaks windows or slashes tires.

We had a situation several years ago when a singaporean pilot decided to go supersonic over our airport, broke several windows in the houses along the road that flanks the runway.....

yeah, he got in lots of trouble...

Bears in Derbyshire?  Surely not.

I was listening to a senior police officer the other day ranting about how CCTV is a complete waste of time.  We now have one CCTV camera for every 14 people in the country.  How can the clear up rates for crime be so low.  They should have used all the money from cameras and all the associated paraphernalia to put a few thousand more cops on the street.

The bear one, I think, was in an American national park. The nearest you'd get in Derbyshire is if a certain temperamental seven-year-old I know threw a giant toy bear at the window (she wouldn't be charged with anything due to being underage)...
